The Moline Coal Valley School District Board of Education on July 28 advanced a broad package of revised board policies across multiple policy sections and in most cases waived the second reading so the first reading stands as both first and second reading. The policies touched personnel, instruction and student sections and included updates from the Illinois Press policy service.
Several policy updates were grouped and approved as presented, and board members discussed a proposed procedural change to consolidate minor, footnoted Press updates into a single agenda item in future meetings to reduce packet size while preserving the ability to pull any single policy for separate discussion. Dr. Savage described the proposed approach as similar to a consent agenda for routine Press updates.
Notable changes and process items included an added reference to artificial intelligence in policy 6-235 (access to electronic networks) and the board’s adoption approach for new or complex policies to remain as separate agenda items. The board approved first readings and, by motion, waived second readings for multiple items including updated policies 2260 (Uniform Grievance Procedure), 2265 (Title IX Grievance Procedure), a suite of personnel policies (Section 5), instruction policies (Section 6), and student policies (Section 7, including attendance, behavior and support services), as shown in the meeting agenda.
The board also approved a new policy to address students who are parents, expectant parents, or victims of domestic violence and moved that item forward for a second reading when requested by some members to allow additional review. Members said they would receive the Press packet as a single PDF for grouped minor updates and could pull specific policies for separate discussion.
Board members asked for continuity of the summary materials for substantial policy changes; staff said substantive new policies would continue to appear as separate agenda items with full board letters and explanations. Several policies were approved by roll call votes with recorded ayes.
