Ward County authorizes RFP for County Road 23, selects WSB for intersection work and approves Stoney Ridge replat step

Dana Larsen, Highway Engineer, presented multiple highway items on Aug. 5, 2025. Commissioners authorized the highway department to issue a request for proposals for preliminary engineering services to design reconstruction of County Road 23 between Sawyer and U.S. 2. Separately, the commission selected WSB Engineering to perform preliminary engineering services for HLC-5144(060) PCN 24498 (intersection improvements to CR 14 & CR 17) and directed WSB to provide cost estimates for two types of public input meetings: an elaborate consumer-interest meeting and a more general meeting. The motions to authorize the RFP and to select WSB were made by Comm. Schuler and seconded by Comm. Merritt and passed unanimously. Larsen updated the commission on the Stoney Ridge Condo property: replatting the condo subdivision into two separate lots could enable sale but would require agreement from the condo association and the City of Minot and would cost the county approximately $3,000. On a motion by Comm. Rostad seconded by Comm. Merritt, the commission allowed Larsen to proceed with replatting steps after discussions with the city and condo association. The approvals authorize staff actions (issuing an RFP, engaging an engineering firm, and pursuing replat steps) but do not obligate construction funds; the record includes a pay estimate to Mayo Construction for a separate road project in the bills section.
