The Ward County Commission voted Sept. 2 to confirm assessments totaling $111,253 for the Chaparelle Paving District, to be distributed across 25 lots and repaid over 10 years at a 3% interest rate. The motion passed unanimously.
The vote followed a public hearing that opened at 9:11 a.m. and closed at 9:35 a.m. during which two residents raised concerns about the quality of paving work. Resident Randy Nogosek told commissioners he was concerned the work “was not done properly,” and resident Tracy Boggs said he also felt the patchwork was subpar. Both comments came during the public-hearing portion of the meeting.
Highway Engineer Dana Larsen told the commission he would visit the site to review the completed work and determine whether it met warranty standards. Commissioners did not direct a specific remedial action at the meeting beyond authorizing the usual inspection and warranty determination process.
In a separate, related motion the commission approved transferring $90,727 from Fund 405 (Country Club Heights/Apple Grove) to Fund 403 (Chaparelle Paving) to cover the project’s hard costs; that motion also passed unanimously.
Discussion versus action: the hearing portion recorded resident complaints and an engineering commitment to inspect; the commission’s formal actions were (1) confirmation of the assessment terms and (2) the fund transfer. Both were adopted by roll-call vote with Commissioners Rostad, Merritt, Olson, Schuler and Chair Fjeldahl voting yes.
Next steps: Highway Department staff will inspect the paving to determine whether the contractor must perform warranty repairs. If staff conclude warranty work is required, the commission may consider follow-up actions based on that inspection.
