A public commenter at the Nov. 13 Nevada Commission on Ethics meeting urged the commission to examine whether elected officials who vote on labor or employment contracts should be required to disclose benefits or recuse themselves when the contracts include health-care benefits they receive. The commenter, identified in the record as Mr. Church, said the issue affects school boards, city councils and counties across the state and that he has not observed officials making the disclosures he believes are needed. “It’s come to my attention that various elected officials receive health care as a benefit of their employment. Then they vote on that health care, often they get whatever the employees get, and they vote on those labor contracts, which then benefit themselves as well,” Mr. Church said. He added, “I have never heard anybody do a 281(a) disclosure, just tell everybody that they benefit from it, let alone recuse themselves.” The commission did not take action on the public comment item; Chair Scherer reminded the audience that public comment items are for statements and that no action is taken under the public-comment agenda item.
