Barry and Victoria Kolterman asked the Washington County Planning Commission on June 5 to modify the final plat of Homestead 77 Replat to remove public access from Shire Point Way, a road the county’s planning staff says was dedicated for public use when the subdivision was approved. The applicants later withdrew the request and no formal action was taken.
The request would have removed public access across Outlot A of Homestead 77 Replat, a parcel located at Shire Point Way and County Road P35 near Blair. Planning & Zoning Administrator Shewchuk told the commission that Shire Point Way had been dedicated for public use at the time the subdivision was approved.
Commission members questioned the application’s scope and the ownership pattern of Homestead 77 1st Addition. Commissioner Anderson said he believed the applicants were “requesting the wrong thing at this time,” and other members noted that Shire Point Way runs through from County Road P35 to County Road 32 and that the property contains platted legal lots.
After discussion between the applicants and the commission, the Koltermans withdrew the application and the commission took no further action. The minutes record the item as withdrawn; the Washington County Board of Supervisors is scheduled to act on applicable planning commission recommendations at 3 p.m. on June 24, 2025.
No vote or formal motion on the plat modification was recorded by the planning commission because the applicants withdrew their request before any action was taken.
