The board approved payment estimates including: estimate #3 to Schwartz Construction for $286,029.60; estimate #2 to Bronco Brothers for $165,850.19; estimate #8 to Bronco Brothers for $117,676.33; Jensen Brothers estimate #6 for $102,910.62; and Wind Construction pay estimate #1 for $35,879.23. Motions to approve those payments were made and seconded on the agenda and passed by roll call (votes recorded in the meeting minutes). County engineering staff gave project‑by‑project updates: final easement collection is underway for 90 Second Ave (out to bid this year once easements are in place), Twelfth Street and certain 2026 projects (16th Street redesign and permitting, 20th Street preliminary design), and follow‑up work on wetland and cultural resources surveys for several corridors. Engineers said some wetland impacts are being regraded to avoid mitigation thresholds and that SHPO (State Historic Preservation Office) reviews are leading to revised grading footprints where stone features were identified. On the Manning Water Works area project, county staff and representatives from Manning Water Works agreed to schedule an evening public meeting at the courthouse to collect easements; the county will hold that meeting and then individually obtain any remaining signatures, coordinating with Manning and Southwest Water. The road department reported short‑term closures for culvert/box culvert work (notably near 20 Second/21 M and 20 Third) and advised residents and emergency management. Commissioners approved a utility permit for a gas pipeline crossing and set the county’s annual scoria days for early October with an additional Friday (Oct. 10).
