Council member Mister Shoemaker asked whether funds in the baseball capital maintenance fund were earmarked for specific projects. City staff said the money would address HVAC units and other stadium needs and that some items would roll over into the next fiscal year. Mister Shoemaker and others singled out a containment/netting project that staff and council said was required by Major League Baseball; staff described that netting as a safety requirement imposed across minor league stadiums.
During the discussion one council member referred to a $135,000 containment system and another referenced a $165,000 figure as an amount being approved in the meeting’s consent actions. Council member Mister Creel noted the city owns the facility and is responsible for maintenance, and staff confirmed the stadium’s maintenance obligations fall to the city under existing agreements. Council members also said the Keesler Federal sponsorship provides about $150,000 annually toward stadium support.
Members agreed the stadium produces economic activity and regional branding — bringing hotel nights and visitors — while acknowledging operating costs and debt service limit the city’s flexibility. Council members said they are pursuing additional off‑season and non‑game uses to raise revenue but gave no specific commitment to renegotiate long‑term contract terms at the meeting.
The council approved the consent agenda, which included the baseball capital maintenance fund items; one council member later recorded a specific abstention on a separate consent item (item P) but not on the stadium items.
