Charlton County commissioners met May 17 in Folkston for a planning retreat where they identified organization development, capital improvements, improved communication, community enhancement, emergency management, infrastructure and economic development as strategic priorities. The meeting began at 8:30 a.m. in Room 117 at 68 Kingsland Drive and adjourned at 11:32 a.m.
Walt McBride of the Carl Vinson Institute of Government facilitated an exercise titled “What kind of Charlton do we want?” that compiled commissioners’ responses and guided a subsequent discussion about goals and action steps. Commissioners and county staff discussed priorities and possible actions to advance them, including organizational development, capital improvement, staff and elected-official communication, community enhancement, emergency management, infrastructure, and economic development.
County Administrator Glenn Hull, Director of Administrative Services Rebecca Harden, Director of Infrastructure and Development Ronnie Pollock, Director of Parks and Recreation Joel Shivar and Director of Fire and Rescue C.L. Lewis participated in the discussion, alongside Chairwoman Alphya Benefield and Commissioners Jesse Crews, Luke Gowen and Drew Jones and Commissioner James Everett. Alicia Vaughn, representing the Association of County Commissioners of Georgia, attended and agreed to coordinate a follow-up meeting on next steps.
As immediate directions, McBride will combine the compiled responses and send notes back to the county for further review, Alicia Vaughn will set up a time to discuss priorities and next steps, and County Administrator Glenn Hull will review the county’s vision and mission statement for alignment with the priorities discussed. These items were described in the meeting as staff follow-ups rather than formal actions to adopt policy or budget changes.
The only recorded formal vote was procedural: Commissioner Luke Gowen moved to adjourn; Commissioner Jesse Crews seconded, and the motion carried unanimously. The meeting adjourned at 11:32 a.m.
The retreat produced a prioritized list and next-step assignments but did not include formal adoption of a strategic plan, funding commitments, or timelines beyond the staff follow-ups described above. Additional meetings and staff work were indicated to refine and implement the priorities.
