The Lawrenceville City Council approved rezoning a Paper Mill Road parcel to allow townhouse development and granted a special-use permit for front-entry units on Sept. 22. Todd Hargrave, the city’s director of planning and development, introduced the item; Gabrielle Schaller of Mahaffey Pickens Tucker represented the applicant, Kittle Homes. Mayor David Still moved the public hearing closed after opponents spoke. The rezoning changes the property from BN (Business/Neighborhood District) and RM-12 (Multifamily Residential District) to RM-8 (Townhouse Residential District) and includes a special-use permit for front-entry townhouses. Mayor Pro-Tem Victoria Jones moved approval; Council Member Bruce Johnson seconded. During the public hearing Lorna Scott, Toni Allgood and Skylar White spoke against the proposal. The council discussed recommended conditions and photos submitted during the meeting before voting. The final vote was: yes — Mayor David Still, Council Member Bruce Johnson and Mayor Pro-Tem Victoria Jones; no — Council Member Marlene Taylor-Crawford; abstain — Council Member Austin Thompson. The motion passed. The approval allows the applicant to pursue site and building approvals consistent with the RM-8 district and the conditions attached during the meeting. No development agreement or funding allocations were made during the meeting. Public comments opposing the rezoning were entered into the record; council members asked staff and the applicant questions during the presentation and public hearing but did not direct additional study or delay on this item. The item appears on the city’s zoning files as RZM2025-00022 & SUP2025-00110 and will proceed through the city permitting process under the City of Lawrenceville Zoning Ordinance 2020.
