HSAC administrator outlines contracting, county budget timeline and HTF advisory board review

HSAC Coordinator Sabrina Hand told the Cape May County Human Services Advisory Council on March 5 that the HSAC office has focused on closing out calendar-year 2024 contracts and on implementing calendar-year 2025 contracts for services the HSAC administers. Hand said contracting and budgets were the office's primary activities in the preceding month.
Hand noted that the Cape May County 2025 budget was introduced Feb. 25, 2025, and that Governor Murphy gave his State Fiscal Year (SFY) 2026 budget address on the same date. Hand said the New Jersey Department of Human Services typically issues a synopsis of the department's proposed budget a few days after the governor's address and that NJ DHS and the Department of Children and Families budgets were expected to be discussed in greater detail at the State HSAC (SHSAC) meeting on March 7, 2025.
Regarding the Cape May County Homeless Trust Fund (CMC HTF), Hand reported the HTF Advisory Board met March 4, 2025, reviewed HTF collections and expenses for CY2024, and received updates on both HTF-funded program areas: housing subsidy and prevention. The board also received an overview of the Cape May County Commissioners' Ad Hoc Committee on Homelessness. Hand did not present specific dollar amounts for HTF collections or expenditures at the meeting; the meeting packet referenced the advisory board review.
Committee and liaison reports in the meeting packet noted upcoming presentations and committee meetings: a presentation on ARRIVE (given at this meeting) and Early Intervention Support Services (EISS) scheduled for the April HSAC meeting; the Disability Services Committee meets April 16; the Youth Services Commission had materials and a funding opportunity notice for a Juvenile Justice Commission summer-expansion program with a March 21 application deadline.
Hand said she was deferring most day-to-day operational details to the Executive Committee report and that once HSAC minutes are approved they are posted to the Cape May County website. The HSAC did not take specific contracting or budget votes during the March 5 meeting.
