Hand told the council that other services formerly funded by PG dollars have been moved into alternate lines within the county budget, and that the proposed 2025 PG plan lists only the Weekday Mobile Meals program. Because the PG allocation does not cover the program's full cost, the county identified additional local funding under the label "County 645" to maintain the program through 2025.
The decision was a formal action by the council. Wayne Whelan made the motion, Megan Santiago seconded, and the motion carried with one abstention (Mary Dozier). The meeting record does not list individual yes/no votes for other members; the transcript records only the abstention.
Council members discussed contracting and planning work the HSAC office has been doing related to services for people experiencing homelessness and other funding sources such as Peer Grouping. The Administrator's Report noted that the county received notice of the CY 2025 PG allocation from the New Jersey Department of Human Services Division of Aging Services on April 24, 2025, and that the HSAC office worked with the County Department of Human Services and the Division of Aging & Disability Services administration to prepare a level-of-service synopsis and the spending plan presented for council approval.
The HSAC also approved the minutes from its April 2, 2025 meeting earlier in the session. The council's Administrator asked members to RSVP for the June in-person meeting, which will be held at the Rutgers Cooperative Extension building with an adjusted start time of 1 p.m. to accommodate a presentation from the New Jersey Office of New Americans.
Background: Peer Grouping (PG) allocations from the New Jersey Department of Human Services have historically funded a range of local services; HSAC members said those other services previously supported by PG funds have been moved to alternate county budget lines as PG funding declined. The Weekday Mobile Meals program remains the only program funded under the CY 2025 PG spending plan as presented.
