The Cape May County Bridge Commission on March 20 approved fee amounts for toll-by-plate invoicing and amended a contract to support conversion to all-electronic tolling (AET).
The approvals came as part of a consent agenda that included Resolutions 25-3770 through 25-3775; the motion to close public comment and approve the resolutions was moved by Vice Chairman Scott Halliday and seconded by Chairman Carol Brand and was unanimously approved.
The action included Resolution 25-3773, authorizing fee amounts for toll-by-plate invoicing for AET, and Resolution 25-3774, amending Resolution 25-3767 to extend work with Traffic Technologies, Inc. for software development, installation and testing to support the AET conversion. Antonio Colón, project manager, presented the AET-related status updates to the commission.
Why it matters: the AET conversion changes how customers are billed and requires software, signage and equipment changes; the commission said it is processing customer reimbursements and completing equipment installs ahead of the conversion date.
During the meeting staff reported recent customer ticket buybacks tied to the transition: since the Feb. 20 meeting the commission had 27 customers return a total of 1,609 tickets, reimbursing $1,930.80; through March 17 the commission had a total of 64 customers return 7,270 tickets for a total of $8,724.00 reimbursed. Colón also reported that front-plate cameras were being installed the week of the meeting at Townsends Inlet, Middle Thorofare and Grassy Sound bridges, and that signage had been updated to reflect a May 10, 2025 date for the AET changeover. He showed a virtual simulation video of the anticipated Ocean Drive bridge improvements during the presentation.
The resolutions and equipment work are administrative steps intended to prepare toll operations and customer billing for AET. The amendment to the prior software agreement authorizes additional development and testing work; the minutes do not record contract dollar amounts for the amendment. The ticket-buyback figures and camera installations were presented as factual updates; no further policy changes were proposed at the meeting.
Next steps noted in the meeting: continued software development and testing per the amended agreement, completion of camera installations, and continued customer reimbursements as ticket returns are processed. The commission did not record a roll-call vote; the consent agenda action was reported as unanimously approved.
