Council adopts FY2025–26 master fee schedule, adjusting permitting and utility fees

The Tomball City Council on Aug. 25 adopted Resolution No. 2025‑35, which updates the city’s master fee schedule for FY2025–26. Staff presented a summary of the key changes, which affect planning, engineering, permitting, fire marshal fees, inspections, and utility tap charges.
Jessica Rogers, who coordinated the fee schedule updates as part of the budget process, told council that many planning and permit fees were revised to better match the city’s cost of service. Departments increased fees for repeated plan submissions and missed inspections to discourage repeated re‑inspections that place demands on city inspection staff. Utility tap fees were recalculated based on measured time, labor and equipment costs required to perform taps.
The fire marshal’s fee schedule was restructured for clarity and updated to reflect new fire code requirements, with some fees adjusted using cost‑of‑service methods. Solid waste rates were adjusted consistent with the existing contract and the allowable CPI‑based increase (staff noted a 5% increase this year). Council voted 5–0 to adopt the revised master fee schedule.
Staff told council that the changes aim to recover costs for service delivery and to reduce repetitive staff time spent on rework. Council approved the resolution; staff said department specifics and fee tables are available in the council packet and will be posted for public reference.
