Council approves employment contract extension for City Manager David Escobar

The Tomball City Council on Aug. 25 approved an amendment to the employment contract of City Manager David Escobar and later approved a related update to the city’s separation agreement policy that staff said was necessary to align the city with recent state legislative changes.
During the executive‑session portion of the meeting the council discussed the manager’s contract. After returning to open session, Mayor Lori Plante Quinn asked for a motion to approve the employment contract extension. The council voted 5–0 to approve the extension and congratulated Escobar.
Council also considered a separation‑agreement policy item. Staff explained that recent state legislation changed the allowable terms in some municipal employment contracts effective Sept. 1; council adopted an update to the city’s separation agreement policy to keep existing arrangements intact before the law’s effective date. The council approved the policy amendment 5–0.
Escobar thanked council for its continued support; council members praised his communication and leadership during a period of development and administrative workload.
