The Kennedale Planning and Zoning Commission recommended approval Thursday of a replat of 220 Spring Branch that will subdivide a family-owned parcel into three single-family lots and establish an access easement built to fire apparatus standards.
City staff explained the replat would create three residential lots in the Ruiz Addition, including one lot near the end of Spring Branch and two additional lots behind an existing fence. “There's gonna be an access easement to get to those lots so that there's not any landlocked situations,” Nathan, a city staff member, said. He added the access will be an asphalt drive designed to support the weight of fire trucks and will remain privately maintained: “It’ll be the width of a fire lane, so 24, like a road... it won't be a public road as in the city have to maintain that, take ownership of it, but it'll serve as access points for those particular lots.”
Staff told commissioners the site is zoned R-3 and the proposed lots meet the city's zoning requirements. The replat establishes a recorded fire-apparatus-access easement to ensure emergency access before building permits for the rear lots are issued. The staff presentation noted that additional reviews — for easements, utility conflicts, or other site constraints such as gas-line easements — will occur at the building-permit stage.
Commissioners asked about the proximity to a nearby junior high school and how addresses would be assigned; staff said the first lot would likely take 220 and the new lots would be assigned sequential numbers (e.g., 2220, 2222, 2224) when the replat is recorded and building permits are sought. The commission voted to recommend approval; no public speakers signed up for the hearing, which opened and closed at 6:06 p.m.
The replat clarifies legal access for the rear lots but does not obligate the city to maintain the drive; private owners will be responsible for upkeep and any construction must meet standards needed for emergency apparatus.
