Cape May County completes bridge repairs, advances paving and awards road-materials contracts

On June 10, 2025, Cape May County Engineer Mr. Church reported that Mill Creek and Upper Thorofare bridge work is complete and that emergency repairs to Leonard’s Thorofare allowed heavy equipment access so paving of 3rd Avenue in Stone Harbor could proceed. Church said Phase 1 paving of East Creek Mill Road is finished and that paving at the County Park & Zoo is continuing, with the final lot scheduled next week.
Church told commissioners that surface-course paving of Court House–South Dennis Road (from College Drive to Winding Way) will follow Park & Zoo work. He said federal FY25 grant applications have been submitted for Seashore Road Phase 2, East Creek Mill Road Phase 2, and the New Jersey Avenue road-diet and traffic-signal synchronization project, and that he expects to hear back by early September.
The board approved a bundled award of road-construction materials contracts (Resolution 341-25) to three vendors: Richard E. Pierson Materials Corp. (Contract C5-110), Seashore Asphalt Corp. (Contract C5-111), and Gibraltar Rock, Inc. (Contract C5-112). The regular agenda also extended contract completion dates via change orders for ongoing paving work (Resolutions 340-25, 342-25 and 343-25). Commissioners approved acquisition and encroachment agreements authorizing right-of-way encroachments and a County acquisition for road use (Resolutions 322-25 and 323-25).
Vice Director Bulakowski asked about the Local Transportation Projects Fund mentioned at a recent NJDOT director presentation; Church said no additional funds are available this year but that he will resubmit the county’s application next year. The board noted these projects are part of a multi-year maintenance and capital schedule; some work depends on grant awards or contract scheduling.
Board action and votes: The regular agenda item approving Contracts C5-110 through C5-112 was adopted on June 10; Vice Director Bulakowski had recused himself from the regular agenda and did not participate in that vote. Change orders presented on the regular agenda extended completion dates but did not change contract amounts.
Why it matters: The completed emergency repairs and ongoing paving work restore critical local links for residents and seasonal traffic. Pending federal grant decisions in early September would determine whether additional phases move forward this year.
What’s next: Church will resubmit the Local Transportation Projects Fund application next year and expects federal responses on FY25 applications by early September. The board set no further formal actions at the June 10 meeting beyond the contract approvals and change-order extensions.
