Following multiple comments at a public “coffee with the mayor” and feedback during the Aug. 5 meeting, the council asked staff to research and return with options for the city’s brush and bulk pickup program, including the possibility of charging property owners for pickup when residents do not subscribe to additional commercial debris removal services.
Councilor Philip Campos and Councilor Benny Martinez said neighborhood expectations have grown since the city initially agreed to supplement commercial pickup for large debris, and they noted the program’s costs are rising each year. Staff explained the program originated as an extra service after COVID and that the number of locations requiring special pickup has increased over time. City staff also described equipment options (backhoe, wood chipper, truck) included in the stormwater/capital budget and noted that keeping the service in‑house requires capital and operating funds.
Council directed staff to prepare a future agenda item with policy options, including (a) continuing the current supplemental pickup funded by the city, (b) charging property owners for non‑standard pickups, or (c) adopting a mixed approach that uses a combination of vendor pickup and limited city service. Staff said the next city brush/bulk pickup scheduled is Sept. 15; council agreed the policy discussion could be scheduled for a future regular meeting so any changes would be considered before future sweeps.
