Several residents told the council on Sept. 2 that low branches and dead limbs are creating safety hazards and preventing emergency vehicles from passing. Barbara Castillo said trees on Forest Cove/Forest Dell have branches so low she must drive her motorhome on the wrong side of the street to pass; another speaker reported a fallen branch broke a car’s rear window.
Code and safety response: staff said the city’s ordinance requires 14 feet of vertical clearance over streets and that the city will be issuing notifications and citations beginning Sept. 1 (as noted in city mailings). The city manager and staff offered to distribute a fact sheet explaining property owner responsibilities, grass height guidance and tree clearance rules; staff asked residents to provide contact emails to receive the information.
Public safety concerns: councilors and staff noted that limited vertical clearance can prevent fire apparatus from accessing neighborhoods and said enforcement also aims to reduce property and vehicle damage during storms. The council acknowledged that many trees are mature and owners may need help or clarification; staff offered to follow up on alleys and storm cleanup referenced in public comments.
Ending: staff committed to follow up with the resident who reported vehicle damage, distribute a tree/vegetation fact sheet, and continue outreach on code standards and safety needs for the public and for emergency access.
