Bowling Green ISD approves draft facilities plan, advances Bowling Green High School Phase IV paperwork

The Bowling Green Independent School District (BGISD) board approved a draft District Facilities Plan and authorized processing of BG-4 forms for Bowling Green High School addition/renovation Phase IV at its March 10, 2025 meeting. The board also selected Chair Deborah Williams to serve as the hearing officer for the public hearing on the draft plan.
The action matters because the draft plan and BG-4 paperwork are steps required by the Kentucky Department of Education for district capital projects and authorizes the district to pursue contractor approvals and required state review. The public hearing is the next formal step in the process.
Will King and Greg Hosfield presented the draft District Facilities Plan to the board as part of the meeting agenda. After the presentation, Board Member Michael Bishop moved and Board Member Frank H. “Hamp” Moore Jr. seconded a motion to approve the draft District Facilities Plan as presented; upon a show of hands, all five members voted yes and the motion carried. The board then voted to select Deborah Williams as the hearing officer for the public hearing; the motion was made by Moore, seconded by Cierra Waller and approved unanimously.
The board also approved processing of BG-4 forms for the Bowling Green High School addition/renovation, Phase IV, a step the district identified as required by the Kentucky Department of Education. The motion to process the BG-4 forms was made by Mr. Moore and seconded by Mr. Bishop and carried on a unanimous vote. The BG-4 processing covered the following contractor awards listed in the meeting record: Scott & Ritter — $3,703,733.36; Scotty’s Contracting — $1,337,253.97; A & K Construction — $2,116,275.15; and Allstar Fire Protection — $194,034.72. The district recorded these contract totals on the BG-4 submittals presented to the board.
Board members did not set a date for the public hearing during the motion to select a hearing officer. The district’s next step is to publish the hearing notice and complete the Kentucky Department of Education review associated with BG-4 processing, as required by state procedures.
The board took the approvals by recorded show of hands; no recorded roll-call votes or dissent were documented in the meeting minutes.
