City Manager Dr. Caldera presented draft mission and vision statements and goal areas: economic development, first responders/public safety, infrastructure, environment, parks and recreation, transparency, fiscal responsibility and citizen involvement.
Why it matters: the city manager said the purpose of formal goals and objectives is to set a clear foundation for the comprehensive master plan and future budgeting decisions. Councilors suggested edits to make objectives measurable and to avoid duplication between environment and parks items.
Key details: the draft mission reads, in part, that the City of Leon Valley “is committed to protecting the quality of life, safety and liberty for all its citizens while prioritizing fiscal responsibility, resiliency, sustainability, and economic development.” Economic development objectives include business attraction and retention, infrastructure and workforce development; public safety objectives include community training (CERT, CPR) and recruitment/retention for first responders; infrastructure, environment and parks goals emphasize maintenance, conservation and accessibility. Council asked staff to merge overlapping items (for example urban canopy/green space) and to return with a resolution for adoption and a plan to tie project agenda items and budget proposals to the adopted goals.
Ending: staff will finalize edits, prepare a resolution, post the goals and objectives on the city website and begin including the adopted goals in future agenda staff presentations and the annual report.
