Board approves Superintendent Charles Broughton's 2024–25 evaluation, adopts KSBA policy updates and revised certified evaluation plan

The Daviess County Board of Education approved Superintendent Charles Broughton’s 2024–25 evaluation, adopted annual Kentucky School Boards Association (KSBA) policy updates (with specified exceptions), and approved a revised Certified Evaluation Plan (CEP) for 2025–26.
Superintendent evaluation: The board used DCPS administrative procedure 02.14 AP.2 and the district’s seven evaluation standards—Strategic, Instructional, Cultural, Human Resource, Managerial, Collaborative and Influential Leadership—to evaluate Superintendent Broughton. The packet notes the board prepared the evaluation in closed session on June 3 and reviewed it with the superintendent in closed session on June 17; the evaluation was attached to the June 19 minutes. The motion to approve the evaluation passed unanimously (Order #172) on a motion by Mr. Frank Riney and a second by Mrs. Tammy Rice.
KSBA policy updates: The board received legal and recommended policy and procedure updates from KSBA. The packet recommended adopting all revisions except three: Policy #03.1233 (Parental Leave Options—Certified Personnel), Policy #03.2233 (Parental Leave Options—Classified Personnel) and Policy #08.22 (Promotion and Retention), which the board chose to keep current pending an implementation date. The board motion adopting the KSBA updates passed unanimously (Order #171).
Certified Evaluation Plan (CEP): The district presented a revised Certified Evaluation Plan that meets Kentucky Department of Education requirements for 2025–26. The CEP committee listed teacher and administrator members; the plan specifies evaluation timelines, observation models, sources of evidence (self-reflection, PGP, observations, optional student voice, products of practice) and appeals processes consistent with KRS 156.557 and 704 KAR 3:370. The board approved revisions to the CEP as presented (consent item Order #163).
Why it matters: The superintendent evaluation is the board’s formal review of district leadership. Adoption of KSBA legal/recommended policy changes and the CEP affect district personnel evaluation processes, timelines and compliance with state law.
