The Bristol Tennessee Board of Education voted Sept. 9 to waive attorney-client privilege and make public a summary report prepared by independent attorney Betsy Beck that board members said clears Director of Schools Annette Tudor and Director of Human Resources Jen Padilla of wrongdoing.
Board member Jim Butcher moved to waive privilege and release the document; Board Secretary Debbie Darnell seconded the motion. Voting for the motion were Darnell, Butcher, Charlie Taylor, Board Chair Eric Cuddy and Jennifer Henson. The motion was approved.
Butcher told the board the “Summary Report, which the public can and should soon see, completely exonerates both Director of Schools Annette Tudor and Director of Human Resources Jen Padilla of any wrongdoing.” He also described both administrators as “well-respected, valuable, and longtime members of our administrative team.”
The board meeting packet includes an attachment labeled Beck Summary Report.pdf (326 KB). The minutes record the action under the meeting’s New Business item as a formal motion to waive privilege and release the summary; no further directions or motions were recorded.
There were no public comments at the called meeting, which began at 5 p.m. and adjourned at 5:02 p.m. The board’s next regular meeting is scheduled for Sept. 15, 2025, at 6 p.m.
