Lincoln County Fiscal Court members on July 8 approved the first reading of an amendment that would allow schools, day-care centers and related establishments to be considered as conditional uses in agricultural (A-1) zones. The amendment, presented to the court by the Planning and Zoning Commission, would permit local authorities to regulate the development of educational and child-care facilities in agricultural areas by reviewing conditional-use proposals. Judge Executive Adams introduced the item and Magistrate Faulkner moved to approve the first reading; Magistrate Gutenson seconded the motion, which carried. Planning and Zoning had previously voted to pass the amendment before it reached the Fiscal Court. The first reading means the amendment remains under consideration and may return for additional readings, public comment, or refinement before final adoption.
