Athens board approves budget resolution, pay plan, food-service bids and federal applications

The Athens City Board of Education approved several fiscal and administrative items on June 9, 2025, as part of its consent agenda, including a GASB54 appropriation resolution, the Consolidated Application for IDEA/ESEA, food-service bids for the 2025–26 school year, a differentiated pay plan, participation in the Community Eligibility Provision (CEP) for 2025–26, FY24 Budget Amendment #2, and the disposal of unusable science and ELA textbooks.

Director of Schools Joe Barnett reviewed the personnel and financial reports; the minutes note Barnett provided the May 2025 summary financial reports for general purpose and federal projects and a funding-application update. The minutes also state that the GASB54 resolution gives the director authority to assign fund amounts at fiscal-year end and that the Federal Projects Fund budget will follow approved project budgets by the board and the State of Tennessee.

Board member Stan Harrison moved to approve the 2025–26 Annual Agenda and Meeting Schedule in an earlier action; the motion was seconded by Mrs. Emily Forrest and carried. During the main meeting agenda, after item G (the ETCH MOU) was tabled, the board approved the consent agenda as amended (motion by Abby Carroll, second by Johnny Coffman; motion carried).

The minutes indicate copies of the discussed documents (applications, bids and reports) are included in the official minutes book. No roll-call vote tallies are recorded in the minutes; motions are recorded as "Motion carried."
