The Sellersburg Town Council approved a final contract reconciliation for a public-works project and received engineering updates on multiple water and sewer efforts, easement acquisitions and pending condemnation.

On a motion by Councilmember Matt Adams and a second by Randy (first name only), the council approved a contract deduction—described as a final quantity adjusting change order—of $40,923.64. Mike Harris, the town engineer, told the council this deduct reflects underruns in billed quantities and urged the council to approve the paperwork so final payment and closeout can proceed. The motion passed 4-0.

Why this matters: approving final quantities and change orders allows the town to close projects, reconcile payments and release retainage or submit final paperwork to funding partners. Harris said this change order will reduce the contract amount and that the town will move forward with the remaining closeout steps after signatures.

Engineering updates presented by Mike Harris included:
- Sunflower Valley: permanent easements obtained for 13 of 24 parcels; four property owners had not been reached and staff will attempt additional contact. For unresolved parcels Harris said the town would consult legal counsel about next steps, including certified letters or legal filing.
- Lehi service-line work: approximately 2,800 meter pits have been completed with about 500 remaining; Harris said the town has discussed extending the contractor deadline with the Indiana Finance Authority (IFA) to allow completion.
- Town center sewer and other sewer projects: easement acquisition is ongoing and residents may be contacted as parcels are finalized.
- Ivy Tech site: condemnation proceedings are moving forward; Harris said the town obtained appraisals, will send certified letters to property owners and if owners do not accept the offer the town may file in court and place proceeds in escrow per the statutory process.

Harris also briefed the council on two CCMG (Community Crossings Matching Grant) projects: one nearly complete awaiting final payment, the other concluded with a final pay application submitted and a recommended deductive change order (the $40,923.64 figure). The engineer noted that the change order is a deduct and thus returns funds to the town rather than increasing cost.

Ending: With the council's approval of contract closeout paperwork and direction to continue easement outreach, Harris said staff will finalize signatures and follow the state condemnation process where required.
