Charles Watkins and teacher Civil Miller-Watkins used the public comment period June 5 to press the Fayette County Board of Education for a fuller explanation of a proposed site-based management plan and its implementation timeline.
"My comments address agenda items 11A, 11C, and 11B, focusing on the site-based management plan. I'm seeking clarity on the board's definition, stakeholder roles, decision-making authority, accountability, and how it aligns with school improvement and equity," said Charles Watkins during public comment. He also asked "when the public will receive a full presentation, what training is planned, and what the realistic timeline for implementation is."
Teacher Civil Miller-Watkins said she was speaking on items 11A, 11C, 11F and 11G and raised concerns about implementation at rural schools. "Rural schools face staffing, funding, and training challenges that make implementation difficult and risk overburdening principals. Without proper support, site-based management could lead to inequity and failure, shifting blame to schools rather than addressing systemic issues," she said. She identified herself as a teacher still awaiting placement.
Board members did not present a full plan during the meeting; the public comment record shows a request for a future presentation and more detailed training and timeline information.
