After a motion by Bill Kelly, secretary, seconded by Richard Bullock, the Board voted to approve the consent order. Willie Sims, Jr., vice-chair and chair of the Investigative Committee, abstained from the vote. The minutes record the abstention and that the vote to approve the consent order was otherwise unanimous.
Board minutes indicate the matter arose through the Board’s enforcement process and was presented for approval at the meeting. No additional disciplinary conditions, suspension, or license revocation were recorded in the meeting minutes; the order addressed its single violation and the civil penalty.
The Board adjourned after completing the consent order action; the minutes were later adopted at the Aug. 7, 2025 regular meeting.
