Mississippi Board of Nursing denies request to remove Nelson hearing video, holds executive session on prospective litigation

The board convened at 10:00 a.m. at The Refuge Hotel and Conference Center. Sandra Culpepper, the board president, declared a quorum with 11 board members present; board staff in attendance included Dr. Phyllis Johnson, executive director; Shan Montgomery, chief of staff; Brandon Walker, general counsel; and Alexis Morris, staff attorney. The board noted its office was open for public participation but that no members of the public attended.
Earlier in the meeting the board approved Agreed Settlement Minutes for February 2025 (motion by Mary Stewart; second by Beverly Oliver) and for April 2025 (motion by Beverly Oliver; second by Janie Clayton). The board also voted to close its meeting to determine whether to enter an executive session (motion by Lacey Gentry) and then voted to enter the executive session pursuant to Miss. Code Ann. Section 25-41-7(4)(b) (motion by Beverly Oliver; second by Alveno Castilla).
President Culpepper announced the action taken during the executive session after the board returned to open session (motion to end executive session by Janie Clayton; second by Carly Walker). There were no public comments at the meeting. The board adjourned following a motion by Janie Clayton and a second by Carly Walker.
The executive session was described in the minutes as relating to "prospective litigation;" the minutes do not disclose further details about the subject of that litigation or any next steps publicly announced at the meeting.
