On Aug. 27 the Newberg Town Council voted to authorize the town manager to submit the final SS4A grant agreement, provided town legal counsel reviews the exhibits and general terms and conditions attached to the award.
Town Manager Christopher Cook told council staff received the final agreement and exhibits and that the package must be returned by Sept. 15. Cook asked whether the council wanted to wait until the council’s Sept. 10 meeting or give staff authority to sign based on review by town legal counsel. Town Attorney Michael Lomberg (and counsel present) advised legal review; council approved the submission contingent on that review by voice vote.
Why it matters: SS4A (Safe Streets and Roads for All — as referenced) award documents typically contain terms and exhibits that may impose grant conditions. Legal review was requested to ensure the town understands commitments before the manager executes the agreement.
Next steps: town legal counsel will review the attached exhibits and general terms and conditions; staff will return the agreement by the Sept. 15 deadline if legal advises to proceed and will report back to council at the next meeting.
