The Town of Newburgh on Aug. 13 approved staff’s request to file a Notice of Intent with the Indiana Department of Environmental Management for stormwater discharges linked to planned Plum Street construction. Town staff told the council the NOI is a standard step required by the construction stormwater general permit process.

The town engineer recommended the council authorize the filing so the town can pursue necessary stormwater controls during Plum Street construction. A council member moved to accept the NOI; a second was given and the motion carried with an affirmative voice vote.

Town staff said the notice is an administrative requirement for the permit process and recommended the council execute the document to meet IDEM timelines. The council did not discuss alternatives or defer the filing.

Background: Construction projects that disturb soil commonly require a construction stormwater general permit from IDEM and an associated NOI. Town staff said the Plum Street project will proceed into the required permitting phase following the council action.
