Bergen County commissioners introduce capital ordinances, adopt traffic and parks rules; open-space LOI announced

At first reading the board introduced five capital ordinances including bond authorization of $3,787,386 for county college projects and two countywide resurfacing and ADA curb-ramp programs totaling $26,486,390 in appropriations ($13,722,242 for 2024 and $12,764,148 for 2025), each noting New Jersey Department of Transportation grant funding where applicable. Commissioners also introduced a guarantee ordinance securing the Bergen County Improvement Authority's county-guaranteed pool note program (not to exceed $250,000,000) and a separate guarantee for revenue notes tied to Greater Bergen Community Action Program projects (not to exceed $15,500,000). The record shows Commissioners Amoroso and Marte indicated they would abstain on Ordinance 25-15; on a later roll call both recorded abstentions were entered and Ordinance 25-15 was introduced with five ayes and two abstentions.
On second reading and final adoption, the board adopted ordinance 25-07 prohibiting left turns from Palafly Road onto Kaplan Avenue in Hackensack, ordinance 25-08 consolidating rules and regulations for the Bergen County Department of Parks, and ordinance 25-09 establishing parking regulations on county roadways and properties. Each of those ordinances passed second reading on recorded roll calls with seven yes votes.
The commissioners approved a consent agenda of routine resolutions by roll call (7-0). Board members voted to suspend committee reports (the suspension carried on a 5-2 vote), and otherwise proceeded through a standard agenda.
During the meeting the county administrator, Tom Dutch, announced that the Bergen County Open Space, Recreation, Farmland and Historic Preservation Trust Fund application period is open and said municipalities interested in funding must submit a letter of intent by Friday, March 28, 2025. "I am proud to announce that the Bergen County Open Space Recreation, Farmland, and Historic Preservation Trust Fund application period is open," Dutch said.
No county bond issuances or guarantees were executed during the meeting; the session recorded introduction votes and adoptions at first and second readings as required by statute and the board’s rules. For items introduced (first reading) further public hearings and final adoption or issuance steps will occur on the dates specified in the respective ordinances and statutory notice requirements.
