The Warren County Board of County Commissioners on Aug. 13, 2025 approved a series of professional services and construction contracts for road resurfacing, storm-damage repairs and county building repairs, including awards to Van Cleef Engineering, Colliers Engineering and Design, Safeway Contracting and others.
Resolutions approved during the meeting included a $84,000 contract to Van Cleef Engineering Associates for construction inspection services related to the 2023 resurfacing and rehabilitation of multiple county routes (Resolution 399-25); a $41,805 award to Van Cleef for professional engineering services for foundation design for Warren County Bridge #10003A on Harmony Station Road due to July 2023 storm damage (Resolution 405-25); and a $241,955 award to Colliers Engineering and Design for professional engineering including construction administration and inspection for Lommason Glen Road (CR 626) in White Township (Resolution 406-25). The Board also approved a $499,000 contract to Safeway Contracting for replacement of the Wayne Dumont Jr. Administration Building roof (Resolution 404-25) and an emergency window-replacement authorization not to exceed $91,888 to D & E Window & Door (Resolution 403-25). A change order for the Warren County Corrections gymnasium air handling unit increased that contract by $4,170 to a final amount of $147,470 (Resolution 402-25). All motions were made by Commissioner James Kern III, seconded by Commissioner Lori Ciesla, and recorded as yes by all three commissioners.
County Director of Engineering Michael Finelli reported the 2022 resurfacing project is complete and said Tilcon will be the contractor for the 2023 resurfacing program and the South Main Street project in Phillipsburg; he said the projects are two separate contracts and that a pre-construction meeting is tentatively scheduled with start dates to be determined, and he anticipates both projects to be completed by the end of the year.
The approved contracts are itemized in the official resolutions. The Van Cleef award for construction inspection covers resurfacing and rehabilitation work on County Routes 519, 625, 628, 632, 633, 649 and 681 in Franklin, Frelinghuysen, Greenwich, Harmony, Pohatcong, Washington and White townships. The Colliers contract is limited to engineering services for storm-related repair and reconstruction on Lommason Glen Road. The resolution awarding the administration building roof replacement specifies funding from capital account 0425A504/5062.
Formal actions: each contract resolution was moved by James Kern III, seconded by Lori Ciesla, and passed with recorded votes of yes by James Kern III, Lori Ciesla and Jason Sarnoski. Details and final contract amounts are recorded in Resolutions 399-25, 404-25, 405-25, 406-25 and 402-25 in the meeting minutes.
What to watch next: construction inspection and engineering contracts will lead to procurement and project schedules administered by the County Director of Engineering; specific start dates, staffing plans and daily traffic-control measures were not included in the minutes and will be set during project mobilization and permitting.
