Warren County approves engineering contracts for bridge, salt shed and historic Morris Canal work

The Warren County Board of County Commissioners approved several engineering and design contracts on May 14 that the county says are needed to repair storm-damaged infrastructure and advance preservation work. Contracts approved include a $119,200 award for professional engineering, survey, design and permitting services for reconstruction of Bridge #10007 at Roxburg Hill Road in Harmony Township (contract WC2496FO to Colliers Engineering and Design); a contract not to exceed $55,350 for survey, geotechnical and design for a replacement salt shed at the Hope Township roads garage (WC2533R to Colliers); and smaller professional-service agreements for Morris Canal Inclined Plane 9 West timber-beam replacement ($3,900) and tunnel entrance wing wall improvements ($5,900).
County Director of Engineering Michael Finelli reported at the meeting that the 2022 Resurfacing Project is underway and on schedule for a June completion and that County Route 659 (Spring Valley Road) in Hardwick Township is complete. County Public Works Director Emily Hammer reported ongoing construction on Lommason Glen Road in White Township, with anticipated completion in the fourth quarter of 2025.
The Roxburg Hill contract cites storm damage from July 2023 as the precipitating event and assigns Colliers Engineering and Design to provide the engineering, survey and permitting services needed to proceed to reconstruction. Each contract award was made by motion of Commissioner James Kern III, seconded by Commissioner Lori Ciesla, and recorded as carried by the board.
Why it matters: the Roxburg Hill award funds recovery work tied to a named storm event and advances county plans to restore a bridge that the resolutions link to the July 2023 storms.
