Warren County inserts state grants into 2025 budget, approves hazard-mitigation and human-services contracts

Warren County commissioners approved a series of budget insertions and contracts at their May 14 meeting in Belvidere, adding state grant revenue and authorizing county spending tied to public safety, health and human services. The board voted to insert $184,000 from the New Jersey Department of Law & Public Safety for hazard mitigation planning and to accept smaller state grants for PSAP upgrades ($140,467), Right to Know program funds ($9,220) and an opioid settlement distribution ($33,964.98). On the same agenda the board approved a contract to implement the county’s hazard mitigation plan.
The money will fund planning and public-safety work the county says is needed after recent severe-weather events. The board approved Resolution 262-25 to insert $184,000 into the 2025 budget for hazard mitigation planning and Resolution 273-25 to award contract WC2484C for implementation of a hazard mitigation plan to Michael Baker International, Inc. for $184,000. The budget entry lists a $57,500 county grant match included on the 2025 budget sheet.
The meeting also approved the Warren County Department of Human Services’ 2026 grant application for $15,444 in Personal Assistance Services Program (PASP) funds for July 1, 2025–June 30, 2026 and adopted a resolution supporting a Round 12 Job Access Reverse Commute (JARC) application totaling $620,000 ($310,000 state funds and $310,000 anticipated local match), subject to availability of funds. Other smaller insertions approved included a $140,467 award from the Office of Emergency Telecommunications Services for public-safety answering point (PSAP) upgrades and consolidation; $9,220 from the NJ Department of Health for the Right to Know program; and $33,964.98 from the state’s opioid settlement distribution, each inserted into the 2025 budget.
All motions to approve the budget insertions and related contracts were made by Commissioner James Kern III, seconded by Commissioner Lori Ciesla, and recorded as unanimous votes of the board (James Kern III, Lori Ciesla, Jason Sarnoski: yes). The resolutions state that several of the grant awards and contracts are subject to the availability of state funds.
Why it matters: the hazard mitigation funds are intended to update the county’s planning and mitigation work that can be used to secure federal and state mitigation resources after storms; the PASP and JARC actions affect county human-service and transit service planning. The board’s actions allow county departments to proceed with procurement and grant applications described in the adopted resolutions.
