Warren County adopts $6.04 million library budget; levy for library set at $4.72 million

Warren County commissioners on March 26 adopted the Warren County Free Public Library budget for fiscal 2025 with total appropriations of $6,043,337 and a library tax levy of $4,720,000.
County CFO Kim Francisco outlined that the library budget is funded by a mix of state aid ($47,000), miscellaneous revenues ($155,000), and $1,121,337 in surplus appropriated; the remainder will be raised by the $4.72 million levy. Francisco said the levy amount is the same as the prior two years and noted the library rate will fall fractionally from 4.15 cents per $100 to 3.95 cents.
Library items included in the budget and discussed by staff and commissioners include final stages of CDH branch renovations (to be completed without debt), siding repairs at the Northeast Branch, a self-checkout center at the Richard D. Gardner Branch, and replacement of public PCs across branches. The board noted these projects will be funded through the library budget without borrowing.
Donna Williams, business administrator at Warren Tech and a Warren County resident, addressed the board on behalf of the Vo-Tech board to thank commissioners for their budget support. The public hearing produced no further substantive objections.
The Board adopted Resolution 170-25 to approve the library budget; the motion was moved by Commissioner James R. Kern III, seconded by Commissioner Lori Ciesla, and recorded as a unanimous yes vote.
