Board approves road closures, utility agreements and no‑passing zones; engineers report paving, wall and storm repairs

The Warren County Board of County Commissioners approved several road‑ and traffic‑related resolutions April 9 and received engineering updates on ongoing and planned work.
The board authorized underground utility service agreements allowing property owners in Pohatcong and Greenwich townships to install and maintain underground electric, telephone and cable services within county right‑of‑ways (Resolutions 197‑25 and 198‑25). It adopted a resolution establishing no‑passing zones along County Route 519 in Harmony Township (Resolution 199‑25). The board also approved temporary closings and use of county roads for utility installation and cycling events: closures for Elizabethtown Gas Company work on County Routes 667 and 620 (Resolutions 201‑25 and 202‑25) and event route usage for the Somerset Wheelmen Bicycle Ride and Garden State Stage Race (Resolutions 200‑25 and 203‑25). Each resolution was approved by recorded unanimous vote.
County Director of Engineering Mike Finelli updated the board on active projects: a retaining wall on County Route 659 (Spring Valley Road) in Hardwick Township is expected to be complete by the end of the week, followed by installation of an amphibian fence and paving with anticipated project completion by the end of the month. He also provided a status update on 2022 and 2023 resurfacing projects, noting preconstruction and coordination with the New Jersey Department of Transportation and aiming for fall work to go to bid.
Public Works Director Emily Hammer reported that construction to repair storm damage on Lommason Glen Road from the July 2023 storm will begin the coming week; the work will include drainage, retaining wall and embankment stabilization and full reconstruction of the road, with subsurface drainage included as mitigation against future failures.
Resolutions approving road closings and event usages include conditions requiring approved detour plans, maintained access for residents and emergency services, compliance with the Manual on Uniform Traffic Control Devices and police supervision as necessary. The board’s actions were procedural approvals; no further policy changes were recorded.
