Warren County adds $1.517 million in state and transit funds to 2025 budget

The Warren County Board of County Commissioners voted April 9 to insert four grants and allocations totaling $1,517,405.08 into the county’s 2025 budget. The unanimous vote came during the board’s regular meeting in Belvidere.
The additions include $1,203,406.08 from the New Jersey Transit Corporation for Senior Citizen & Disabled Resident Transportation Assistance; $160,383 from the New Jersey Department of Environmental Protection under the Environmental Health Act; $114,588 from the New Jersey Department of Human Services, Division of Family Development for Social Services for the Homeless; and $39,028 from the New Jersey Department of Children and Families, Children’s System of Care (CSOC).
The board acted on separate resolutions authorizing the insertions under N.J.S.A. 40A:4-87, which permits adding special items of revenue after a budget’s adoption when funds become available. Each resolution was moved by Commissioner James R. Kern III and seconded by Deputy Director Lori Ciesla, and each carried with recorded votes of Commissioner Kern, Deputy Director Ciesla and Director Jason J. Sarnoski voting yes.
County officials identified the Human Services Department as the administering agency for the CSOC and the homeless services funds and the Transportation Assistance funds as administered through the Human Services Department. The Environmental Health Act funds were listed as administered by the county Health Department.
County Chief Financial Officer Kim Francisco reported to the board earlier in the meeting that the 2025 budget had been finalized and was under audit review, noting that the new insertions are being processed through the appropriate budget lines.
The board’s action did not include further programmatic directives tied to the grants; the resolutions insert the revenue and appropriate matching appropriations into the budget as required by state law. The board also approved routine payments and master vouchers earlier in the meeting.
