County approves labor agreement with detectives, amends personnel policies and creates several positions

Warren County commissioners approved a series of personnel actions Feb. 11 that included a multi-year labor agreement, personnel policy amendments and changes to job classifications.
Why it matters: the labor agreement and policy amendments affect employee compensation, administration and the structure of county departments; personnel changes can affect service delivery and budgets.
The board authorized the director to execute an agreement between the Board of County Commissioners, the Warren County Prosecutor and the detectives represented by the Policemen’s Benevolent Association Local 331 covering Jan. 1, 2024 through Dec. 31, 2027 (Resolution 96-25). That resolution was adopted by recorded vote: James Kern III, Lori Ciesla and Jason Sarnoski voted yes.
The board also approved an amendment to the Warren County Personnel Policies (effective Feb. 12, 2025; Resolution 97-25) and created and abolished positions in the Department of Human Services and the Department of Land Preservation: it created a full-time Field Representative for Senior Citizens Programs and abolished a Supervisor Senior Citizens Outreach and Referral position (Resolution 98-25), and created a full-time Keyboarding Clerk 3 while abolishing a part-time Program Development Specialist (Resolution 99-25). The board reappointed Angelo Accetturo to the Pollution Control Financing Authority with a term expiring Feb. 1, 2030 (Resolution 95-25).
Commissioner Kern thanked County Administrator Alex Lazorisak and County Counsel Joseph Bell for work on the personnel items. The meeting record does not include the text of the labor agreement or details of any contract terms beyond the resolution language recorded in the minutes.
