Warren County approves multiple contracts for facilities, equipment and services including re-roofing and election system maintenance

The Warren County Board of County Commissioners approved a series of contract awards and purchase orders Feb. 11 covering building services, equipment and software maintenance.
The board voted unanimously to award contracts that include: professional engineering for energy modeling at the Catherine Dickson Hofman library branch (Strunk-Albert Engineering, $6,550; Resolution 88-25); architectural and engineering services for building envelope improvements at the Wayne Dumont Jr. Administration Building (DI Group Architecture, $57,750; Resolution 92-25); a re-roofing contract for the Hope Garage (Hance Construction, $348,600; Resolution 93-25); professional survey and regulatory research at Bread Lock Park (Colliers Engineering and Design, $38,000; Resolution 94-25); and furniture purchases for the county engineer’s office ($53,048.10; Resolution 91-25). The board also approved purchase orders to Election Systems & Software, LLC for software licenses and maintenance covering election machines ($92,985; Resolution 89-25) and DX450 & pollbooks ($49,107; Resolution 90-25).
Separately, the board authorized the director to sign an application for ten vehicles through the Federal Section 5310 program administered by the U.S. Department of Transportation and NJ Transit to support the county’s paratransit services (Resolution 82-25). That application, county staff said, would support total vehicle purchase costs through the program if approved.
All contract and purchase-order resolutions were adopted with recorded votes of James Kern III, Lori Ciesla and Jason Sarnoski voting yes.
The meeting record shows funding account numbers or capital account designations for several items but does not include vendor selection details beyond the awarded amounts and that the purchasing director certified compliance with applicable statutes. Several awards were made under the professional-services exception to competitive bidding under New Jersey law; notice publication requirements were noted in the resolutions.
