Council approves noncontiguous annexation for Powhatan Road self-storage expansion

The Clayton Town Council approved a noncontiguous annexation to bring approximately 1.34 acres at 3936 Powhatan Road into town limits, allowing American Self Storage to receive town services for a planned facility expansion.
Haley Downey, assistant planning director, told the council the parcel is currently in the town's extraterritorial jurisdiction (ETJ) and had been historically used for outdoor storage associated with an adjacent storage property. She said the applicant previously received a special use permit and site-plan approval in 2024 to expand indoor storage onto the site and is now seeking annexation to connect to town water and sewer for the project. Staff noted required public-noticing steps were completed, including placement in the newspaper on June 4 and prior resolution steps on May 19 and June 2.
No one spoke during the public hearing. Councilmember Archer moved to adopt the ordinance (ordinance 2025-06-01) and the motion carried by voice vote. The council noted the annexation met the statutory criteria for annexation of ETJ parcels. The applicant and property owner were identified in staff remarks as American Self Storage. The annexation enables the developer to access town utilities as described in staff's presentation; council did not attach special conditions during the adoption.
Staff advised that the project is in the construction drawing phase and that the parcel's future land-use designation is Employment Center consistent with surrounding parcels.
