The council adopted an ordinance change to allow permeable pavement systems in city development standards. Community Development staff and the city engineer said the change implements environmental stewardship principles in the 2023 comprehensive plan and allows permeable pavements to be used for stormwater-quality and, in some cases, detention benefits when designed consistent with the Iowa Stormwater Management Manual (iSWMM/iSWIM).
Steve Franklin, community development director, and engineering staff told council the change updates a code section that previously allowed only asphalt or concrete and that Planning & Zoning recommended approval. City engineering staff described the technology''permeable pavers and similar systems'as design options that may provide water-quality benefits and aesthetic alternatives, and they cautioned that permeable systems often require additional maintenance.
Council members asked how the city would notify developers and designers that the option exists; staff said they would post information on the city's website and send notices to local developers and frequent applicants.
The council passed the ordinance on the motion to approve ordinance 2025-16.
