Vice President Kate Noble, who co‑chaired the reimagining steering committee, described the resolution as a framework to return more agency to school communities and to create structured options for families and students within the district. "I believe this is how we not just reimagine, but really return some power and agency to school communities again," Noble said during remarks introducing the resolution.
Superintendent Veronica Garcia and other trustees said the next steps will be drafting an operational framework and application process that outlines eligibility, program requirements, budgeting and community engagement. Garcia said staff will develop the framework and bring it back to the board for review.
The resolution was presented as a product of the district’s reimagining work and passed on a voice vote with no recorded roll‑call tally. Board members said they viewed the resolution as consistent with broader strategic‑planning work and asked staff to coordinate development of the framework with incoming Superintendent Dr. Griffin.
The action charges district staff to design a process for schools or school communities to apply to become an Innovation School, with the aim of increasing choice, strengthening community buy‑in and creating cost‑neutral options within the district’s budget constraints. The board and staff said detailed policy and implementation steps will return for future board consideration.
