The Jefferson County Board of Commissioners approved two amended plats during the Aug. 18 meeting that adjust lot lines where unplatted parcels convey small areas to adjacent platted lots.
Jenna, a planning staff member, described the Elk Ridge amended plat as a lot-line adjustment in which an unplatted parcel is transferring a portion of land to an adjacent platted lot near East 100 North east of Rigby. Jenna said the change increases the platted lot by about 0.27 acre and that both parcels remain conforming to their zoning. Commissioner (surname not specified) moved to approve the first-amendment plat and the board approved the motion by roll call.
The board also approved the Stony Brook Estates Division No. 1 first amendment plan. Planning staff described it as another small transfer (about 40 feet of additional yard area) within the R-1 zone and confirmed the resulting lots remain above minimum size. The board moved and seconded the approval and recorded affirmative votes.
Planning staff also updated commissioners on the Rigby area-of-impact discussions. Milton, a planning staff member, explained a proposed map that would pull the county's area of impact inward in selected sections, reducing the area the county currently considers as part of greater Rigby. His presentation noted the existing area covers multiple square miles and that staff will send the proposed boundary to the city of Rigby for comment. Staff said the city previously indicated it does not plan to annex subdivisions and that the county's community meeting will seek public input on preferred development patterns and services.
During the discussion commissioners and staff debated ideal lot sizes and service costs if large swaths of county land were subdivided into one-acre lots. Planning staff cautioned that creating many one-acre parcels could overwhelm service capacity and budget, and suggested reserve-account planning for predictable capital purchases.
No formal appeals or public objections were recorded in the meeting to the two plats or the area-of-impact proposal. Staff said they will circulate the proposed area-of-impact map to the city and follow up with a community meeting to gather public feedback.
The board closed the planning and zoning segment after approving the amended plats and directing staff to continue the area-of-impact outreach and to prepare any required paperwork for the plats.
