Jefferson County commissioners on July 21 approved a memorandum of understanding with Northlake (Mud Lake) water users that lets the county provide up to 8,000 gallons of water per day, not to exceed 160,000 gallons in a year, in exchange for 400 cubic yards of gravel. The agreement takes effect on the signature date and can be terminated by either party with 30 days' notice.
The county will supply 8,000 gallons per day for up to 25 days — a total of 160,000 gallons — and the water is valued by the parties at roughly $4,800; the gravel is valued at about $5,000, calculated at $12.50 per cubic yard delivered. Commissioners said the canal company asked that the memorandum be refreshed periodically; the commission agreed to discuss a renewal cadence rather than a multi‑year commitment.
The commission also approved two related county resolutions declaring surplus gravel and authorizing the exchange, identified in the meeting as resolution numbers tied to county internal codes (31‑807 and 31‑808 in the discussion). Both the MOU and the resolutions were moved, seconded and adopted by roll call vote.
Discussion: staff and commissioners confirmed the exchange is for gravel from the county pit at Monteview, that the MOU includes quantity and payment/valuation details, and that the canal company requested periodic renewal. Commissioners and staff noted practical points about delivery and that the county typically monitors such exchanges informally. The resolutions and MOU were signed during the meeting, with one copy awaiting an additional signature.
Next steps: Staff will circulate signed copies once all signatures are collected and will place the exchange on a future agenda if commissioners want a formal periodic review.
