Commissioners approve rezoning of Ryrie area of impact to R-5 except industrial parcel

The Jefferson County commissioners approved an ordinance rezoning the county’s area of impact around the City of Ryrie primarily to R-5 residential, leaving an existing heavy-industrial designation in place for Idaho Pacific properties. County planning staff said the change follows negotiations with the city and a prior area-of-impact agreement; it replaces a void created when the county’s earlier adoption of Ryrie zoning was negated by a new agreement.

Planning staff told the commissioners the new R-5 designation restores consistent zoning for the properties outside the municipal limits while encouraging future annexation by the city as development occurs. The planning commission had recommended approval after a noticed public hearing; no members of the public signed up to speak at the board hearing.

The board moved, seconded and approved ordinance number 2025-06 (zone change file ZON24-001) by roll call vote. Staff said the rezone aims to provide predictability for developers and property owners and to align county review with the city’s long-term planning objectives.

Next steps: Planning staff will finalize the ordinance paperwork and the county will record the updated zoning map.
