Jefferson County approves regional emergency-management MOU to streamline mutual assistance

Jefferson County commissioners voted to approve a regional emergency-management memorandum of understanding (MOU) on Friday that formalizes mutual aid and reimbursement processes among counties in Northeast Idaho.
Rebecca (Emergency Management) told the board the MOU would "formalize that relationship between the counties and allow us to work more seamlessly and make sure we have ... workman's comp, a way to do reimbursement." She said the agreement applies to county-level emergency-management resources and would not replace existing law-enforcement or fire mutual-aid pacts.
The MOU covers counties in the region including Bonneville, Jefferson, Madison, Teton, Fremont, Clark, Butte, Lemhi and Custer, with separate signature pages for each county. Commissioners asked about whether the signature pages had been circulated; staff said each county would sign its own page and the full document would be compiled.
Why it matters: The MOU aims to smooth coordination in mass evacuations, sheltering and responder support so counties can share equipment, personnel and reimbursement when disasters strike. Rebecca said the region already conducts weekly coordination calls and quarterly in-person meetings.
Action: Commissioner motioned and seconded adoption of the original emergency-management agreement for Northeast Idaho; the board completed a roll call and approved the MOU.
Ending: Rebecca said the region plans to exercise family-assistance center setup and other multi-jurisdictional drills; commissioners said they expected other counties to sign and noted the region’s frequent coordination already made the agreement practical.
