The Waxahachie City Council appointed Ricky Boyd as interim city manager after returning from an executive session held under the Texas Government Code, Mayor Billy Wallace said. The council authorized the mayor to execute a letter agreement implementing the appointment.
The appointment followed a public comment in which Crystal Strickland, a Waxahachie resident, praised Michael Scott’s 23 years of service to the city. "What you leave behind is not what is engraved in stone monuments, but what is woven into the lives of others," Strickland said, quoting Pericles, and described Scott as a thoughtful, engaged leader who mentored staff and stayed late to help residents.
The council moved into executive session to "deliberate the appointment of an interim city manager as permitted by Texas Government Code §551.074 and in consultation with the city attorney as permitted by Texas Government Code §551.071," Mayor Billy Wallace said during the meeting. After the closed session, a council member moved "to appoint Ricky Boyd as interim city manager pursuant to the terms discussed in closed session and authorize the mayor to execute a letter agreement regarding the same." A second was not recorded in the public transcript and the council adopted the motion by a show-of-hands vote; the meeting record states only "Motion carries." The motion authorized the mayor to execute the letter agreement noted in the motion.
Councilmembers offered brief remarks after the vote. Councilman Smith and Councilman Atkins both said they deferred to the mayor before the motion; the mayor and the other council members thanked the four candidates who had been considered and praised the city staff. One council speaker thanked "chief Boyd," and the mayor thanked the council for their work in the recent days leading to the decision.
Public comment rules and procedure were repeated at the start of the meeting: speakers were reminded of a five-minute time limit and that the council may not deliberate on public comments except as permitted by the Texas Open Meetings Act.
The transcript did not record a roll-call vote or individual yes/no votes; the public record in the transcript shows the motion was adopted by the council and that the mayor was authorized to sign a letter agreement to formalize the appointment. No effective date for the interim appointment or length of the agreement was stated in the public portion of the transcript.
