Grand County commissioners voted to dissolve the Pole Creek Meadows Public Improvement District after a public hearing found the district had no remaining assets or obligations. County staff said the bond that financed the subdivision’s roads was repaid in 2023 and leftover funds were refunded to property owners in 2024.
The action matters because the board, which created the district, is the only authority that can dissolve it. A county staff member told commissioners that the district “does not have any more assets, and it doesn't have any more obligations.” Commissioners discussed the historical purpose of the district — to finance initial road paving — and the county’s current policy of not accepting new paved roads for long-term maintenance in most new subdivisions.
During discussion, staff noted the district’s formation in 2013 and explained it was not intended to fund future road maintenance. Commissioners asked whether future districts might request broader purposes to include maintenance; staff said that typically homeowners associations handle ongoing upkeep. The board then moved to dissolve the district and recorded affirmative votes.
The dissolution removes the district from the county’s list of special districts; residents and county staff may still need to discuss future road maintenance options for the neighborhood under county policies.
