The Tazewell County Zoning Board approved a special use allowing Sunflower Stables Farmhouse LLC, operated by Savannah Gockshaw, to board horses and provide riding lessons from existing accessory structures on an A‑1 parcel.
Planning staff said the use is low intensity and consistent with the agricultural district; staff recommended approval. “Staff does recommend approval of application,” Jackie told the board.
Gockshaw said the operation would board horses and offer lessons; she indicated she had eight stalls on site and proposed a maximum of eight boarded horses. “We have 8 stalls, so that would be the max,” she said.
Board members raised concerns about animal density, pasture impact in winter and manure management. Jackie noted the county uses an animal‑unit chart (derived from Department of Agriculture guidance) as a reference but that the county has no strict statewide boarding limit in A‑1. The board placed a condition limiting total horses — personal and boarded — to eight, and asked the applicant to provide a manure disposal plan consistent with health department guidance.
The board approved findings of fact and the special use by voice vote with the 8‑horse cap recorded as a condition.
