The Rockwall City Council on Aug. 18 approved an ordinance and final plat to abandon unimproved right‑of‑way segments for West Street and Olive Street and convey those portions to adjacent property owners under the city’s right‑of‑way abandonment program.
Ryan Miller told the council the affected unimproved right‑of‑ways were established in September 1861 and had remained unimproved. In February the council directed staff to proceed with a program allowing the city to offer half of an unimproved right‑of‑way to each adjacent owner at no cost; staff said two of three adjacent owners returned signed requests to participate. The north‑side owner did not respond to certified notice, and staff said the right‑of‑way for West Street will be divided as depicted on the proposed plat, with Miss Davenport’s parcel receiving the entire West Street portion where the other owner did not respond.
Ross Ramsey of Ridge Road asked for clarification about which owners would receive which parcels; staff explained the process and the division shown in the proposed final plat. Councilmember Henson moved to approve P2025‑025; Councilmember Thomas seconded. Council approved the ordinance unanimously.
Staff said the proposed final plat meets the density and dimensional requirements for the parcels’ underlying zoning and conforms to Chapter 32 of the municipal code. After council approval, staff will obtain the adjacent owners’ signatures, prepare a quitclaim deed, and file the plat and deed with Rockwall County.
